Sounds like some pretty weird behavior.
Do you have some kind of control panel for your graphics card? Can you try turning on VSYNC and see if that helps?
Sounds like you're not hitting 60fps in the game for some reason.
Maybe the new computer didn't ship with proper drivers to use OpenGL with your graphics card, and you're running with software rendering or something?
