i just played and was able to create a white hat, out of wool.
i gave it to a woman and she put it on.
i saw a lot of people with the new white clothes

You can wear them undyed. Only when they’re dipped in mordant is when you cannot.
A man cursed a woman for saying that only girls should wear dresses. She then got cursed by multiple other people because they saw a man curse her.
The same man also refused to let me turn his dress into shorts which are better aprons.

You're confusing the dye-ready clothing with undyed clothing. Dye-ready clothing is the stuff that has been dipped in simmering dye mordant. Undyed clothing before this is wearable, just like undyed wool sweaters/hats/socks. But once you start preparing it for dyes it can't be worn until the process is completed.
