You only needs to be brown to collect the stones, the tower can be placed and triggered anywhere.
Considering the arc length on the home page its pretty much dead content. Not that it was content to begin with.
Current arc is almost 75 days old.

Yeah, It was added before race restrictions. Would be better if it was located in a non restricted biome like in the mountains or swamp.
