Every bear lurer uses horses.
Make it so bears attack people on horseback.
I'm gonna guess and say that you think that Bears raids are needed.
Also the reason why this game is mediocre at best, BALANCE, or the lack of.
I can say without a doubt the community would praise you if you balanced bears, removed engine griefing, or did anything resembling the job of a developer.

The rookies use the horse, the bear lord can tame five on foot...no shit. They rider's require a posse or exile to dismount, they aren't invulnerable.

I'm gonna call your bs. Everyone uses horses to lure bear, FACT.
Not once in two years have I seen more then one bear lured on foot.
Also it's easy to counter horseless bear shitheads.
By the time they lure horses to your town it's doesn't matter if you exhile and kill them.
Bears are still there.
I would like to hear any evidence of your point of view.
Otherwise, your opinion is irrelevant, or some kind of flex?
