They're pretty annoying when they die in inconvenient spots, as you can't move them.
My suggestion: A tamed Horse should be able to hitch onto it, and pull it (as slow as if it were a big rock) It would never decay, and be permanent, but would be a lot better if we could just move them out of those annoying spots.

I think if we were able to repair things that decay, people wouldn't mind the decay. Carts could need new wheels or additional boards and rope over time. It would slow cart production because parts would need to be reserved for repairs, but still allow for multigenerational use.
The same could be done for baskets if you add an additional bundle of reeds to an empty decaying basket you get a basket. Prior to recent times, things were mended, and maintained, clothes were darned and multigenerational use was a common thing. It takes effort and awareness of your items state, but I would feel better about a destroyed cart if I knew that I was at fault for not maintaining it.

Broken handcarts should just slow down over time. Add one more transition between new and busted. Allow harvesting of boards from broken handcart.
Or make an iron banded cart that has a longer lifespan.
Or go full hog on the cart minigame and make it like Jalopy where you gotta bring a spare wheel and a mallet to make it to the next town.
That being said, if you could tow them away (bonus points for the slower speed idea) it would be ideal.

I always take care to pay attention to the decaying handcarts. The second I notice them cracking is the second I only use them outside of town. Jason tweaked the decay on many things even though we all know he really didn't want to.
I would like to step aside real quick and thank him for that. It has really made a change in the game for many people and I think it's important that everyone takes notice of this.
I agree that having a horse draw them away is the most logical move for this irritant. It's a good idea that also takes into context that Jason doesn't want to repair them, while also factoring in that players don't want trash cluttering up their tiles.

There is a transition in-between, not sure what it's called though. Harvesting might be nice, but I like the idea of them being permanent, maybe even decaying completely over time. Maybe could be chopped into firewood or kindling or something.
Ty for the compliment on the slower speed thing. It's hard to pay attention to decaying handcarts if you have a large town with carts sort of spread all over.

I think chopping em up for kindling is cool. Wood rotting out is fine as long as it is possible to plant more trees. Trees could be a multiple hour thing to be big enough to cut for logs for carts etc.

It seems that broken cart is composed of
A Short Shaft
A Wooden Box
Wheels
I wonder if we could pick up all the parts and replant or repair and replace them?

The boards (box) and the wheels are currently only from cutting down trees, which do not yet regrow. Hopefully they regrow someday.
