People spend a lot of time moving around, both IRL and in the game.
Terrain affecting movement speed would enable some nice things:
Knowing a shortcut is better than walking straight through a march.
Building roads to speed up movement where it matters the most is more interesting than just wearing shoes
Finding better places to start a village at, like people did with rivers IRL
Making it easier to move around will let settlements be bigger. Their layouts would also depend on the landscape more than they do now.
It would help with the clutter problem, but also make it necessary to use signs for navigation.
