Get Gimp dev version of 2.9.8 from: https://download.gimp.org/mirror/pub/gi … -setup.exe
Note: Don't bother with the "stable" version of Gimp 2.10.0 on Windows, it crashes on start. If you're reading this from the future, stable might okay by now.
Then Grab this .xcf file (the standard gimp project format) that I made here:

The background layer is at the bottom, that is black by default.
Above that layer is the image you're using for the joke, e.g. in this case, keanu reeves kungfu.
Above that layer is the text, if you use the text tool (A icon) you can edit the text and change what it says. The font is Impact Condensed size 72 in white.
You can remove the joriom coat of arms logo in the layer above that.

The OHOL logo is from the main website is in the layer above that.
The salt shaker is in the layer above that.
Then there are bush layers, which can be removed because those are also inside jokes.
