The point of this system is ONLY to deal with the most troublesome, destructive, ceaseless, life-after-life behavior, that the whole village agrees needs to stop. Not to deal with clueless players or to settle disagreements or tag friends or whatever else. I.e., I only want to deal with "Problem #1" here and not anything else.
I don't want everyone walking on eggshells. I don't want a big-brother state. I don't want a tattle-tale dynamic. "I'm reporting you" in LOL is a joke. I don't want a bunch of curse feuds. Nor do I want some players "sac-ing" themselves in order to get back at someone.
I also want people to get a chance to recover and not be "held down" by their past deeds forever.
Thus, curses have to be extremely precious. There also can't be a bunch of hidden stuff behind the scenes, where you're afraid to curse, because you get negative points for it, and you don't know how close you are to the threshold. So the "precious" part has to be hard coded and not dynamic. I.e., you simply cannot curse people that often, even if you want to. And there's no way to screw yourself by accident. You don't have to keep track of anything on paper.
And forget about blessings. That has nothing to do with Problem #1.
So:
Everyone starts with 1 curse token to spend and a curse score of 0.
Anyone who's curse score surpasses the threshold (example 10) at birth is born marked (black speech bubbles).
They spend a curse token by saying, "CURSE JOHN HOLMES" or some variant, and then their token is used up, and John Holmes' curse score goes up by +1.
Cursing an already-marked person has no effect (token not spent).
When they speak the curse, everyone around them can see the speech, and it is clear whether or not the curse worked or not (special sound and label on their speech for a successfully spent curse token). If the curse fails for whatever reason, it's just ordinary speech that has no effect, and no token is spent.
After two hours of living in the game, someone with 0 curse tokens gains a new token.
After one hour of living in the game, everyone's curse score goes down by -1, stopping at 0.
Because you don't even get one token per life to spend, you have to think very carefully about how to spend it. If you "waste" it in this life on someone who doesn't really deserve it, it will likely be really wasted, because most people in the village won't join you, so your spent token will have little effect. And next life, you may encounter someone who really deserves it, and wish you hadn't wasted it.
Assuming that marked babies are usually killed, clearing a curse will usually involve playing as Eve for an hour. But it will depend on how badly you are cursed. If you really make an entire village mad at you, you might get 15 points in one life, meaning you have to live 5 hours before it wears off.
Furthermore, once it finally wears off, you are back to being unmarked, but you still have 9 points. That means that going back to griefing, and angering 10 people, will push you up to 19 points, requiring 9 hours of play to clear.
The 2:1 ratio of earned token time vs. curse-wear-off time means that this system will work as long as the non-griefers outnumber the griefers by more than 2 to 1. I think the ratio is more like 10:1 or even larger, so we're good.

I never know who the griefer is anyways. At least not the item greifers. I have never caught
the person flinting fire-bows or chopping maples.
Murderers are fun, once town is at max tech there isn't much else to do other than murder
and make silly walls that take time to path around.

9. cursed players can have dwarfism (they don't grow past a certain size) or benjamin buttons syndrome (start as an old man and age backwards!)

This could be avoided by simply not speaking at all, but mothers could say something like “Speak, bb, or I abandon you.”

Jason, we got somebody who kill everybody everyday, it might just slow him down but I think super mean and harsh people should get something that stay way longer. Some people are just small penis angry.

Looks good. Just one nitpick: cursing only works on people from your lineage - so we can have legitimate warfare with war atrocities and all (I know towns are too far apart now, but it'll change someday).

Yep, but people from your town will be able to curse you for that. You actually will need to go to the other town to kill somebody without punishment.

We can add exponential punishment later on. But first I'd like to see how it works without it.

Then about the same after we got healing..
So if patch is Friday there should be a new request for even more game systems to force play styles on people by like Thursday after next or so.

Just think about a situation.
A murderer kill me. No one else see that. He take all my item. I curse him and he take 1 curse point. But he back to play game and i die. After two hours, 1 curse point disapear. You can see a murderer crime but have not to take any consequences. How is this fair?
Implementation plan 3 still let griefer destroy town once every two hours. Griefer will act like good guy then play like bad guy. This like +1 blessing point then +1 curse point.
I think plan 1 (with fix) still better. When i curse bad guy, he take 15 curse point, I take 10. I always think carefully because if not, i will become marked person first.

Yes! This is key! The only way to beat griefers is to play to the strengths of the good players, and the only advantage that good players have over griefers is numbers.

You have full minute to relay this information to townfolks. If you're willingly going to middle of nowhere with someone having weapon in his backpack, then well... it may hurt you IRL too.
