I have never seen them used in a positive way, every single time I've seen a lock used it's to lock a whole town out of something important like a room or a chest with tools in it etc.

On signs are okay, on doors or chests locks are nothing but trouble.
Anyway waste of valuable iron.

Well you aren't wrong. I feel like I end up removing all the locks from a town (and locking them up) just to find people make more locks and relock whatever I took the effort to unlock. If you go through all the combinations in an attempt to remove a lock it ends up using 55 file charges which is a pain in the ass.
I'm hoping Jason just goes through with adding lock picking as lock removal just leads to having to hide or lock up old locks (as you can't reforge keys but you can locks)

This. Lockpicking taking for example 60 seconds with an alert... to all nearby players would be great. With some tool that doesn't use up for this nonsense.
If everybody is okay with you picking that lock, it just takes 'n' seconds. If the majority of the town thinks you are up to no good, they can stop you with a knife.
