Veils and scarves have been used across the world. They're convenient for keeping sand, snow, or blowing dust (and smoke, in the industrial era) out of your face, and they offer a modicum of anonymity - or mystery, if that's what you're going for.

And yes, it would be nice to have such an option in-game. Of course karltown would just invent the OHOL Dance of the Seven Veils...
