People standing in the bakery arguing about the line of succession of the crown in your little swamp? Out of pies? Just go in the bakery and start making pies and other people will "help" as soon as they start helping leave. Do this a few times, then put in kindling when there are enough pies and walk away, everything will be baked.
Seriously, I don't know what it is. I only ever start baking when no one is doing it. But, if I do it then I get "help" which I don't really like most of the time. This works for berries too. If you start taking care of them other people will join in. I think part of it is some people just don't know where to start. So, I try not to be a crab about it.

i know exactly that phenomenon also
same with compost, forging, making kindling, even omeletts, watering carrots, harvesting carrots
the only crafting which seems resistant to "sudden helpers" is making pottery
rather the opposite, as soon i start making space in a forge for some new bowls & plates, someone decides, that it's time again to forge
what i would like is a job assignment blackboard, where all the jobs available are listed
if some craftsperson is soon about to die, they can announce an urgent job assignment on that blackboard

Eh rather than blackboards or village leadera craftsman should ask for an apprentice when they start getting older. I have done this when relocating a forge, asked for apprentice and a child offered. When they were done smelting all the loose iron with me, i let them take over tool construction and finished the floors and walls. Went pretty well. Too often people don't try and pass the torch and either die while doing their jobs or stop and just walk away.

This is a good idea but alot of times im told to find something else to do. But its always easy to find something to do

Yes. This happens to me all the time.
I think a lot of times people don't entirely know what tools they need, or how to look for them. Especially the casual players. So I view my role as getting things started, and have come to expect that I'll be moving on to anther job as soon as I have the tools laid out.
The only job this doesn't seem to be true for is composting. I do much better at recruiting composters if I am wearing a crown and ask, "Who wants to be the royal dung slinger?" or something clever and charming like that.

a blackboard would gather all the needs in one place,
those of someone looking to do something, those who look for someone to take over, those who look for something to learn
but it would reveal the town's unfilled workplaces as well
sure, if i see someone who is hanging out where i work atm, then i ask, but that doesn't happen that often, since i am usually doing this & that
i never ask what to do, i look around & there is usually plenty that needs to be done, often i encounter towns, where many players don't quite know what the town actually needs & often do stuff, which is not the most vital, while important tasks stay undone
