It's my understanding that during the Summer Sale on Steam, creators get to choose their discounts.
OHOL has no discount whatsoever; I only noticed this when I went to check, as I know I have friends with it in their wishlists and I buy the occasional game for people during sales.
Why?
I understand that it's likely due to Jason being nervous about dropping the price as an indie dev, but... with player numbers declining, a discount could have seriously been a boon to get some new blood in.

Maybe there are limitations as this is the first summer for OHOL in Steam stores.

I think steam version is already cheaper anyways , do its basically already on perma sale?

I can confirm OHOL is significally cheaper on steam in my currency.
- I believe the term "Berrymuncher" is derogatory and therefore I shall use the term "Berrier" instead.

Jason is philosophically opposed to sales. Seaching "Jason Rohrer sales" turned this up

yeah the devs should agree upon the sales
but you can still exploit some quests like soda mod in a game, get tons of points and vouchers of 5 dollar to anything

Playing OHOL optimally is like cosplaying a cactus: stand still and don't waste the water.

I think it's better to have a game never go on sale than possibly once upon the universe when the start align and now you're either supposed to wait or feel screwed over when you do buy it and it goes on sale.

Well maybe opposed, but I dont think its impossible to see. You can find a similar article about not putting his games on steam, but he ended up putting this game on and I'm thankful as hell. I most likely would not have heard of it otherwise.
I would definitely disagree with him on the minecraft points in that article, but I quit completely once notch dropped out, so I'm probably biased.
Also I would never underestimate the power of a 10% 15% or even 25% sale. Its a great discount level for people, and even someone who bought full price usually wont be too mad (from what I've personally seen)
The game that is top of my most played games ever I probably wouldn't have even bought if it wasn't on sale, or gifted to friends, which is another point all in itself.
I personally think he should do the winter holiday sale. In his gdc talk he showed how at Christmas there was a spike in popularity because people gifted it to eachother. I think this community would jump at the opportunity and buy their friends the game more than what already happens.
While 2$ doesn't seem like a crazy difference, it could be the deciding factor in gifting. If someone sets out with a 20 budget on a sale, and they have the options of one game to gift for 20, or one 18$ game and a 2$ game, they would probably be inclined to get the two game deal. Otherwise they might just get them 4 games on sale for 5 bucks, or 2 for 10.

Game is still selling well, so putting it on sale would not be too smart.

I graduated from business college and I can confidently say that putting it on sale would attract even more potential buyers.

I mean, considering that the game depends fully in his playerbase that has to be somewhat active 24/7 having more players to play it would be the ideal choice rather than doing nothing because "is selling well so theres no need to try to attract more players"
And its ok really, OHOL can survive with the actual amount of players it has, but if the game recieves any type of blow that could affect players to leave in a short amount of time for any reason whatsoever it could lead to some serious problems, in my *opinion* i think the game should take every opportunity that has to attract players instead of waiting until it has a low porcentage

Every business has a customer acquisition cost. If you reduce your cost by 5% for a sale, your cost of acquisition is $1. The issue is that, as far as I know, you haven't created avenues for further gain from the customer you acquired. A huge amount of money in the gaming and entertainment industry is from merchandising. I don't see shirts, hats, mugs, or anything of that nature for sale on your website. I do see others selling things based on your art.
Do a sale, grab customers, make a game they love, then sell them a cheap t-shirt with a milkweed on it.
