So as an idea, because elder receipts can just be hammered away with a stone, maybe every property must have an plaster pillar as a corner? If the property is used to keep slaves or hoard tools for personal use when the town needs them, a chisel and pickaxe on the pillar can be used to get inside. Properties without the failsafe should be dismantled before hammering or in it’s shaky state.

It might be more realistic to make an effort to add fail-safes to existing fences, whenever you notice that they are missing. Many people do not know the steps for msking adobe walls, let alone stucco walls. And it is usually more important to construct a secure fence line quickly than it is to worry about constructing time-consuming fail safes.

It takes an hour for fences to become shaky, and another hour to decay. You also can’t guarantee that no one will fix the corner again. As for adobe walls... all it takes is common sense in knowing how construction works, a very basic level of skill. Plaster walls however are understandable. Maybe outside a note is kept with instructions on how to remove it.
I’m trying to think how a property can remain a “property” without it being too easily broken into and to easily protected... since fences in general are hoarders tools and very bad raid protection.

If you are taking down the corner of a property to install a fail safe, you just need to have an elder willing to put up the notice. The property owner must come out to prevent the takedown, so if he gets salty, you can take him down instead. Assuming the current owner is not hostile or up to no-good, you can just explain your reasoning and there shouldn't be a problem.
It would be nice if responsible owners always installed stucco corners on property fences, but the in-game reality is very rushed and disorganized. People do whatever is quick and easy, then leave it to the next person to clean up the mess. Just look at the average berry patch - way too large and hard to tend efficiently due to a lack of dedicated free tiles.
Realistically, the only property fences I'm seeing right now aren't even privately owned. It is either town walls or sheep pens. If someone tries to build a private house inside the village, I would stop him and tell him to take it outside. There is no room for that.

Oh so can notices not be hammered away from the inside, do I have that wrong...? Also it’s very unlikely that you’ll find a town with any spare paper anyway because it’s either never made, or if it is it’s all used for shitposting notes.

If you can't repair a decaying corner fence from the inside, I assume you cannot remove the notice on a corner fence from inside, either. However, I haven't tested this yet, in-game.
And yes, you can expect to make your own paper, gather your own adobe, and make your own plaster, if you want to go on a crusade against property fence corners. You probably won't find the all materials just waiting around for you. But on the plus side, once you make the corners, most people will be too busy/lazy/ignorant to want to mess with them.
If enough people do this and understand the importance of getting it done before things go wrong, then it might eventually make its way into the meta. But if it is easier to just do a takedown notice on a problem fence, people will probably do that instead of building solid corners. Doing it in-game and encouraging others to do it will be the first step to checking the practicality of your idea.
Only time will tell if it will catch on. I sometimes find beautiful berry patches with proper spacing, so anything is possible.

Would largely ruin the point of property and tiles and transitions are all treated independently of each other, this kind of dependency where a fence has to check other fences around and for plaster walls in corners can't be added to the current game.
