I want to make a game where anything is possible, in terms of social structure, and it's totally up to the players.

Well, then where is the possibility of leadership by a player's in-game father? Where is the possibility of patriarchy?
It really doesn't matter how long this sort of problem has existed. It still exists. It's not the case that anything is possible in terms of social structure, and any sort of social structure won't be possible in game without the existence of fathers leading socially as possible in game.
OHOL's model of gender is shallow, and the social structures possible are limited.
2HOL had fatherhood at least at one point in time.

I don't like the fatherhood idea. What now?
Why is there a "problem" word in the title when it's not a problem?

Again, social structure is not something that is entirely up to the players.
The lack of fatherhood is a problem in this game, because players can't choose to have a social structure where fathers lead. That's just one of the reasons why, but it suffices.

Fatherhood exists, it's just rare to see. I have seen many males who were feeding babies abandoned by their mother (not near fire or something but literally abandoned without feeding them once). This bond is stronger than the usual mother-baby bond as it isn't expected from the man to feed the baby - that's what mothers should do in this game. He does that out of pure goodness.
Yes, there is not such a mechanic in the code of the game but players may fill this gap in the social structure. When father's children grow up they may follow him and he will become the leader out of his pure kindness.

Your question is kinda nonsense because fathers aren't a thing.
If you're talking about leadership by uncles it's in the phrase "I follow you."
It sounds a lot like you're looking to impose your will on the entirety of the player base without their input though.
Probably take up game development if that's what you're looking for.

Oh my dear father, Tell me where are you hiding?
I must’ve counted my fingers at least a thousand times
Where are you dad, where are you?
