Primary eve: spawns like now, randomly on spiral, but higher distance like 1500-2000 (sensible on horse, i just tried 4000 tiles and i spent 20 min with it)
Number of them is limited to players on server/20
Secondary eve: spawns near primary eves around 200 tiles away
Lot of (bad) eves dot move much from spawn point, they settle in first swamp/green and kinda no reason why they wouldn't.
This would ensure that if we got too many eves, they make contact, merge, war, whatever. They became one.
So if you got girls, and they would suicide, they might as well just pseudo eve cause they don't get far anyway.
We would have more outposts and more established town clusters.
People don't find cities 100 from each other, people don't find a city 300 tiles away under 22 generations of existence.
generally ice and jungle is a huge wall between two cities, deserts not that much but they still kill a lot of people.
We need smaller circle for wars and trade. We need bigger pop for properties to work. What you are fencing with 5 people in your camp?
So the whole eve spawn would be
Eve 1 x:0 y:0
Eve 2 x:100 Y:2000 (just example on circle
Eve 3 x: 200 Y:4000
...
Eve 10 x:2000 y:0
Then the secondary eves
Eve 11 x: 0 y:200
Eve 12 x: 100 y:2200
until each and every spot is full around towns
then some will die out anyway
maybe some sort of item that curses the place, making it decay faster or just scratch spots that didn't make it and no one finds it under few hours

basically just spread the first eves then put all others next to those, if they die then the other near them becomes primary and gets neighbours
so you got different towns, different zones, different lifes
you can choose to find another city in area but hard to get back or to primary towns
towns would be longer, families wouldn't matter that much, the work we do daily wouldn't get lost so often
